Born in 1938 in İstanbul, Mutlu graduated from Galatasaray High School in 1956. He then majored in architecture at the Vienna Technical University and graduated in 1964. Between 1965 and ‘69, Mutlu, worked as a faculty member at the Middle East Technical University in the Department of Urbanism. From 1969 to 1989, he took roles at MESA Mesken Sanayi ve Anonim Şirketi, as the founding partner, the General Manager and the Chairman of the Executive Board. Between 1991 an ‘94, he served as the Chairman of the board for the Ankara Portakal Çiçeği Vadisi Project, and as the General Manager for Zafer Plaza Project in Bursa. In 1995, Mutlu became a member and the Chairman of the Executive Board for the Alaçatı Turizm İşletme A.Ş..
